Keystone Opportunity Zone (KOZ)

The Keystone Opportunity Zone (KOZ) is a business development zone that abates various state and local taxes for a  specific period of time.  In South Central Pennsylvania there is a total of 272 approved parcels with a total of 421 acres.  There are KOZ parcels available in Dauphin, Franklin, and Lebanon Counties. The KOZ provides tax abatement of State and Local Taxes for 10 years. Payment in Lieu of Tax (PILOT) agreements were negotiated so the County, Municipal or School Districts will not lose any current property taxes being paid.  Information about the agreements is included with the parcel list.  You can also request information about parcels from the South Central PA KOZ Administrator.  The buildings within the zone are required to be in a distressed area. Buildings that were to be incorporated in the zone are generally deteriorated and vacant. There are some qualifications that need to be met by Pennsylvania businesses in order to qualify for the KOZ benefits.
